(Moving to The Commons as this is more of a general discussion question)
I would be very skeptical about any claims of aliens on the moon. Our telescopes are much better now than they were in the days of Copernicus, and we have seen nothing to indicate the presence of life of any kind being active on the moon.
The big question in my mind, if there are aliens, is: Why are they here? If they wish to be our friends and mentors, why be so shy? If they wish to conquer and enslave us, they missed their chance back in the pre-atomic era; while we might not be able to stop them entirely today we could certainly put a few of them in the hurt locker. And so, once again, I'm skeptical.
